Justin: One theory (yet unproven) is that they washed ashore from a nearby military base. Phosphorous is used in tracer bullets and other kinds of ordnance.

Off San Clemente is a military warning area, noted on maps as “W291″. I have fired live air-to-air missiles in “Whiskey 291″ many times back when I was a fighter pilot. So have a tragabrazillion x 10>8th pwr other military aircraft and ships!!!!!! Entirely possible that phosperous in warheads, over decades could have become rocks that washed ashore…………………..

How does the phosphorus get from the expended rounds to the rocks, when firing the rounds or ordnance causes the phosphorus burn?

The dog was dropping phospor bombs dangling on the end of the hawks claws and giving instructions.
Then once the lady spotted the pair , they reverted to plan b. Infiltrate the ladys house and regroup later.
So if you see dogs digging in your lawn they are probably digging up a weapons cache.
