    His mother’s citizenship is not the issue. As I understand it (and there’s a lot of debate on this), the issue revolves around the laws in effect at that time (that’s important, ’cause the laws have loosened up significantly since then).

    As the argument goes, she was a minor at his birth, and could not automatically pass on citizenship because of her residency status. Apparently, she had to be in-country (in the US or its territories) for several of the years previous to his birth, which she wasn’t. Anyway, that’s what I hear is the crux of the issue.
